They are indeed awesome. I'm just curious: who is making these? Anyone we know?

the guy's called the.black.major and he's apparently got a mold for the trooper. he's made a lot of 'bootleg' troopers, including a Red Shadow styled one, desert, jungle, urban and arctic ones. i believe he takes requests...

It's stated in all of his ebay auctions You just have to email him (email is provided in all of his auction listings) and state what type of and quantity of figures you are interested in.

i've heard that he's going to be switching to Crimson Guards in the near future, once his current stock is gone...

It will be Crimson Guards.  He had posted a link on joedios with a picture of most of the custom CGs to be sold.  That link is now removed.  His custom soldier project is coming to a close.

If you only want one or two of the figures from his auction of 5 or 10, I suggest finding another person or two and make it a combined effort.

Currently, he has an auction for 5 Canadian Cobra Soldiers:

For 10 bucks a figure, it's really worth it.

I wouldn't mind sharing a 5 figure lot of Cobra canadian logo troopers aka Arctic troopers with someone.
