I got wind of this from another site and placed my order for Cobra Shock Troopers (limit of 2 :P)!  They still have the dollar deals to add more items to make the shipping costs worth it.

I looked and Shockies are out of stock and it's all pre-order for wave 3 so they might split your order of instock and pre-orders and charge extra shipping.

I buy a lot from HTS.com second only to Hal!  ;D  And they split my orders all the time and since they charge so much from shipping up front, that I never pay more then they say!  I remeber once that they used UPS on half of my order then sent the rest via FedEx.  What was funny on that order is that the FedEx order was shipped hours later and it came a day sooner.

They must have real hope for this wave as they are charging a dollar more them. The other 3 figs are still available.
