Prototype or not?

My instinct tells me that the eBay seller makes no valid arguments to advance that this is an actual prototype.... And to be honest, it looks more like a flat down custom to me. But then again so do many handpainted prototypes. So how can we tell them apart? Do prototypes come with some code or certificate of authenticity?

He happens to be located in Hamilton, ON. I'm just wandering if anyone knows of the existence or history of similar prototypes.

I gather that prototypes often (usually) have some kind of paper-trail or list of prior owners/holders' names that leads back to someone at Hasbro, or the factory--the source of these things.
Otherwise, it's easy enough to fake such things....a shot of gloss coat and it looks "shiny". The pics are just blurry enough to be hard to make out and without any kind of means of authenticating it.......aside from the seller's word.............there's too many red-flags to this thing.
