I heard the ratio is 1 in 4 cases (so 1 of 8 Destro/IG comic packs) but Hasbro doesn't usually give out that kind of information.

I've found 2 in the 4 cases I've seen for what it's worth.

was lucky enough either the TRU staff are unwise to G.I. Joe product or no other collectors went by before me, but I picked up that onyx head Destro straigth away, and a few othe IG packs for Pete.

Traded him for a MIB AWE Striker, chase or not I wasn't interested.

I haven't seen one yet...  or, at least I haven't noticed one.  I kind of want another Iron Grenadier, so I'd pick up one if I saw it...  a Black-headed Destro would look pretty cool.

Zellers in Milton Mall had 1 case of wave 5 Comic 2-Packs (minus 1 Destro/IG pack) and one case of wave 5 2008 singles (minues BAT, Snow Serpent, and Ninja-Ku)

To my shock, I found the Destro variant from the comic 2-pack today at Zellers.  The other shock is that the comic packs are now $14.99.  Well at least I got my fill of Iron Grenadiers.
