storm shadow

I was just going through my 25th line carded figs, and came across wave 1, 2007 storm shadow, the one with the same paint scheme as the 88 storm shadow, but, what i thought was weird, is it doesn't have the cobra enemy logo on the card, is this common? or error?
if it is common, can some one tell me why? i thought storm shadow to be a cobra.  :cobra:

This version of Storm Shadow is a G.I. Joe so it does not have the Cobra logo.

He was in retirement from Cobra for V2 and was apparently on Snake Eyes' Rolodex for odd jobs to help the Joes, after SE had cleared up their misunderstandings.
