I just saw a full peg of the Cobra troopers (at least 5-7 packs) at the T'r'U at Summit Park Mall in Niagara Falls, NY. They've been there for a few weeks.

Burlington Hoilday Inn
10am-3pm Adm. $3
There are 3 main dealers who have a good assortment of new and old Joes. There's also a couple of dealers who have loose Joes at there tables aside from the 3 main guys. Plus you never know what could be scattered about.
There will be over 100 of just toys plus about 30 tables of sports items.
