I've been laying off Joes for a while... but this figure looks too cool to pass up.
Looks like a winged Night Viper sniper or something. Anyone know who this is?

Very cool figure, looks like a Spawn-verse character. I remember seeing this in pics from the San Diego Con, and I believe it's a soon to be released movie related figure so I wouldn't be surprised if someone more knowledgeable than me answers to you soon.

I believe it's called "Jungle Viper" and is slated for Wave 2 2010.

See? What did I say, that must be your answer Jon.

I hope we get all these upcoming figures. Already I am sweating about later ROC stuff never coming along...and I thought I'd skip the movie toys anyway but they are mostly just too cool to sleep on.

That one looks way too cool. I passed on the ROC figures, so far... this might be the one that breaks me.

Definitely one of the most daring designs I've seen and heard about recently.
Those "wings" are actually a high tech ghillie suit for camoflage. The Jungle-Vipers themselves (himself? Maybe he's an individual now) are apparently Nanomite junkies, constantly upgrading their bodies with it. From what I've been told by people who attended the cons, their eyes under the visor look very freaky from all the Nanomite upgrades they put themselves through.
It's just a great figure as part of a great line.

This was one of the most impressive figures that they displayed at Joecon, I can't wait to grab a couple of this guy.

Word. I'm actually really digging Rise Of Cobra and Pursuit Of Cobra but the Jungle-Viper really sticks out in its innovative re-imagining of the Night-Viper. It has the recognizable color and basic helmet design but does everything else in such a new, unique and kickass manner.
