Which Joe characters from 1982 to 1989 wield a laser rifle or pistol. (Note: Not in the cartoon continuity or everyone would have one.)

Flash and Sci-Fi, but I'm sure there are others... Does your question include guys who manned laser weapons in vehicles?

Okay...What Joe was named after an employee of Marvel Comics, but didn't make an appearance in comics during the original marvel run?
