I'm new to collecting the 25th joes, and picked up a Bazooka figure at a local Wal-Mart a couple weeks ago, for $9.92 + tax. I promptly returned it after realizing that CDN single-carded figures don't get a proper filecard, just a folded piece of paper inside. 
No thanks.
I won't be trying to buy any more Canadian single-carded figures.
As for comic packs, I picked up the Wild Bill/Scrap-Iron pack from Toys R Us recently ($12.99 + tax) and was pleasantly surprised to find the filecards that were enclosed were NOT bilingual.
