Over the years G.I. Joe and Cobra have come out with lots of new characters. Since G.I. Joe has always been in other media (tv, movies, comics, commercials, etc.) they have needed to introduce those characters.
So I was wondering what is your favorite introduction of a new character?
Is is Duke and Roadblock helping out the Joes in issue #22? Is is Golobulus explaining the origin of Cobra-La and Cobra Commander? Is it Agent Helix being introduced in the G.I. Joe Comic Special or her being introduced in the Rise of Cobra video game?
Personally one of my favorite introductions is Sgt. Slaughter's debut in the cartoon. The B.A.T.S. were attacking the Joes and Sarge came speeding in on the Triple T and General Hawk yelling "back up has arrived and it's Sgt. Slaughter!"

I'm not a big comic book amateur but I will answer for the cartoon:
My favorite introduction to a cartoon series happens to be the introduction of the Dreadnoks in the Weather Dominator, the part where they rescue Cobra Commander.

For the cartoon, the episode were the Joes were in space. Cobra Commander sent a package of gizmos and Zartan and the Dreadnoks changed them to those monsters and took over the space station.

In the comics Cobra Commander refers to a specialist coming in to take care of the Joes, and we catch a glimpse at some very cool wrist rockets at the end - I had to wait what felt like forever to find out the new Cobra Agent was Destro!

Not an introduction of any NEW characters, but its an introduction: the opening of GI Joe the movie, with the epic battle around the Statue of Liberty.
Quintessentially GI Joe!--it defines GI Joe better than anything else.

I always liked Shipwreck hanging out in the Cobra bar in the cartoon, calmly reading his newspaper while a massive brawl erupts around him.

I've always liked how Scarlett was introduced in the cartoons... nearly landing on Duke with her Skystriker!
For the comics: Gung-Ho (Rock'N Roll makes a snide remark about how the Marine is showing off his bare chest 'Corps tattoo on their Arctic mission).

I just thought of another one.
It was over a 2 comic issue arc (if I can remember properly) and the Star Viper breached the Pit and stole a new black box and escaped on the Stiletto. Cobra Commander planned a huge parade for him when he returned but when he got there the Cobra Island Civil War started. It was a great story and the picture of Star Viper looking disappointed when he was expecting the fanfare was priceless.

I always liked the panels in issue 2 where they show Stalker lining up a deer in his sights - to take a picture. I felt it gave depth to a character. I also like the calvary type segments - like Duke and Roadblock in 22 (?) and Wet-Suit and Beach Head in 47.
In the animated series, nothing stands out too strong. Scarlett's intro in the early show - actually the whole staged base raid with Stalker, Scarlett and Snake-Eyes was very cool at the time.

For the cartoons, I know they are not real characters in the episode of Cold Slither, but I really loved it when the Dreadnoks dressed up as a rock band named Cold Slither in season 1, I even love to this day their song and how Zartan went really into the act. The Joe song at the end of the same episode is still a huge embarassment to me ;D

The introduction of Pythona in the movie was awesome. Dispatching the CG's, shearing the fence, tossing gas etc.
Coolest scene in the cartoon.

The introduction of Duke and Roadblock, taking out the rattler at the funeral when all the others were caught out.
