To take a safe guess,

I believe that:

super hero > steel brigade or super trooper
villain> Name your own Cobra

I seem to recall a friend ordering "SUPER HERO" when he ordered it and some other figures - he got a random Joe... so I would assume the VILLIAN is a random Cobra

Really? Can someone second that with some Joe evidence?

I'm truly 100% sure of it, I've ordered so many times from Hasbro direct in the 80's and 90's!!  ;D Hundreds of figures, seriously... Everytime I was checking SuperHero's or Villain's boxes, I was receiving the same figures : AirDevil and SkyCreeper.. I don't have any proof of that.. sorry!
Maybe Hasbro Direct didn't know the real names for these figures..  ???
The bizarre thing is that AirDevil AND SkyCreeper were already on the list...  ???
Some figures I was receiving the last times I ordered from them were Blanka and Chun-Li from the SF2 line of figures
Detonator was Nitro-Viper btw..

I'm pretty sure (at least when I ordered from them in the 1997 warehouse find) I got random Joes and Cobra's for the Superhero and villain characters. They did throw in quite a bit of Spirit and Air Devil figures. Which in fact was NOT as cool as the dude who got a ton of Ninja Vipers, of which I got none.

Now now, in my defense, pretty much all I got was ninja vipers, which, at the time, was not as cool as it is now.  When I opened em up I was like...seriously?????  Powder blue Ninja Vipers?  I wanted AVAC's and Firebats!

General Hawk: Technically, G.I. Joe does not exist, but if it did, it\'d be comprised of the top men and women from the top military units in the world, the alpha dog\'s. When all else fails, we don\'t.

It could be a great question to ask for the Hasbro Q&A!
..............or if you prefer: ``hey Hasbro, what is the release date for the Jungle Viper again???`` (said with an annoying geek speech)..

Wow, all I got in the end was some blue Blankas and red Chun-Lis! hey Roshan, you wanna trade one of your Ninja Vipers for a beautiful blue Blanka, it's pretty rare you know. I think there's about 10 to 20 of them in the whole world!  ;D
