I won an eBay auction

and the seller is charging me $15.00 USD S&H. Am I being ripped off here? It's a single 5" action figure.

I would of asked for a shipping price first.

Tell him that you're in no rush and ask if he would pack it up and take it to the post office and get the price since $15.00 seems a little high for that item to Canada from Virginia.

If he still says it's $15.00, pay it (if you want), then ask him to leave feedback immediately upon it being shipped out so you know it's on the way.

When you get it, check the price - if it's with $2.00 of it - leave him a positive.
If it's over $5.00 in a difference, neutral him for it. (Ask for your 'change' back).

PayPal can do partial refunds, so he should be willing to pay you the difference back.

Yeah, more than likely he is just charging you the fastest shipping possible.  I had a seller charge me something like $12 -$15 for a V1 Roadblock on shipping.  I emailed him and told him there was no way I was going to pay that kind of shipping as I had recieved many other joes from the States, and the shipping was consistantly $1.20 or $2.20 ( I forget).  

If he refuses to budge off of the $15 shipping, and you can live without the item, maybe offer to pay his listing fee (if you even want to do that), and tell him to relist it.  After I said this to the seller of my one joe, he came back with a $3 shipping price... I knew the actual shipping cost would still be less, but paid him the $3 nonetheless..  

It worked for me, so maybe for you too....good luck...

Me thinks he is charging you 15 US becuase the auction ended way so cheap.  He/she is trying to recoup the retail cost back.

The seller may also be using the USPS website for a shipping quote.  The USPS website is damn useless.  Every time I have a seller send me a quote for shipping using it, the cost is usually twice the actual cost.  Most of them are reasonable, and will take the package to a post office for an actual shipping quote.

I sent a message saying "Why is the shipping so expensive? I've never had to pay more than $10 for shipping an action figure." She is going to the post office to get a better price for me. All is good, so far... If she comes back with a high number, I'll have the item shipped to my sister in NYC.

She came back with a low number. All is good. This is also why it is good not to send people messages accusing them of stuff.
